<br />Requirement 3. <br /> <br />Blue Ribbon Coal Company submitted the monitoring recommendations <br />made by Rocky P1ountain Geotechnical in the Stipulation Response <br />Document. The bench movement since February 10, 1983 has damaged <br />both the monitoring devices for water level and slope movement: The <br />Revised Figure 2 shows the current bench extremity and indicates that <br />piezometers No. 1 and No. 2 have been destroyed by movement of the <br />outslope. Figure 2 also shows the location of twelve survey monuments, <br />numbered 1 - 12. Numbers 1, 2, and 8 were destroyed by sloughage. <br />Number 7 was destroyed by a protective berm required by the Mine <br />Safety and Health Administration at the edge of the haul road. <br />Blue Ribbon commits to reinstalling the survey monuments which <br />have been destroyed. Pipe and PVC pipe will also be installed at <br />each monument to allow visual sighting of the two established lines. <br />During the operational phase, these sight lines will be visually <br />checked for slope movement weekly. <br />Blue Ribbon monitored water levels in piezometers 1, 2, and 3 <br />since they were installed. Numbers 1 and 2 were always dry before <br />they were destroyed. Piezometer 3 has had measurable water levels. <br />On August 31, 1983, the water level was 4.2 feet and the water surface <br />was 245 inches from the surface. Blue Ribbon commits to observing <br />and recording the water level in Piezometer 3 on a weekly basis during <br />operation. Piezometer 4, which is centrally located on the mine <br />bench, proved to be too difficult to protect from day to day operation <br />and still allow readings to be taken. It was covered shortly after <br />the initial geotechnical analysis and is now out of service. <br />Monitoring during reclamation and past reclamation phases will <br />be done by two site lines of six monuments each. Monitoring frequency <br />will be quarterly unless results indicate that monitoring intervals <br />should be shorter. <br />PZ-1 and PZ-2 <br />Measured approximately 2X <br />a week from March 17, 1982 <br />to December 3, 1982.
