Long <br />Division Director <br />The Colorado Division of Minerals and Geology is currently <br />reviewing a permit renewal application for the Meeker Area Mines <br />(Colorado Permit C-81-032). In conjunction with this review, the <br />Division is required to query the Applicant Violator System (AVS) <br />to determine if there are any outstanding violations associated <br />with the permittee and or operator of the Meeker Area Mines. <br />New ownership and control information was submitted for Enron Coal <br />Company, Enron Corporation and Enron Minerals Company on December <br />11, 1994. The Division updated the AVS, and the system <br />recommendation was DENY. Please see attached reports for further <br />clarification. <br />It appears that Public Service Co. of Oklahoma is associated with <br />a non-respondent violation (NRSP). A non-respondent violation <br />incurs as a result of a company not completing and returning their <br />OSM-1 Form, Coal Reclamation Fee Report. OSM-1 Forms are submitted <br />quarterly to all producing or potentially producing permitted <br />sites. Failure to submit this report within the prescribed <br />timeframe results in a permit block situation. <br />Please review the enclosed information regarding the NRSP <br />violation. The Division will have a final determination on this <br />permit block from the AVS/OSM office within a few days. <br />In addition to the NRSP violation, the Division also requests end <br />dates for various officers and directors no longer associated with <br />Enron Coal Company, Enron Corporation and Enron Minerals Company. <br />Please provide end dates, as well as documentation of their <br />resignation for the following officers and directors: <br />Enron Coal Company <br />Donald H.
