Both the system- and OSM <br />recommendation was DENY. The DENY recommendation was due to a non- <br />respondent violation for Public Service Company of Oklahoma. A <br />director of Enron, Joe H. Foy, was the link of this violation. <br />Over the past several days, I have spoken with John Scoblick and <br />Susan Bouglewitz of Enron to try to get this violation cleared up. <br />Jay Bartista of the OSM Collections Office stated that the Public <br />Service of Oklahoma recently purchased a Loadout. The OSM <br />Collections Office was unaware this was a Loadout and assumed that <br />it was required to submit a OSM-1 form. OSM-1 forms are submitted <br />quarterly to all producing or potentially producing permitted <br />sites. The Loadout does not meet this definition, so they are <br />exempt from submitting the OSM-1 form.. <br />To make a long story short, the OSM Collections office and the <br />AVS/OSM Office stated that the violation would be overturned to <br />ISSUE. The AVS has temporally crashed, so I am unable to get a <br />print out of the OSM recommendation to date. Based on the verbal <br />recommendation of ISSUE by Kim Foster of the AVS/OSM office, we can <br />proceed with the renewal.
