- "~,-- <br />LETTER -Gorham <br />June 28, 1996 <br />Page 2 <br />Drill holes cased with PVC will be plugged by introducing bentonite chips from the <br />surface. In cases where the hole contains water, the chips will be introduced at a nominal <br />rate of one 5016. bag per two minutes to prevent bridging of the bentonite. This method <br />provides time for the chips to sink to the bottom of the hole and provides a complete seal <br />from the total depth to ten feet below the surface where the cement plug begins. PVC <br />casing will be cut off below ground level. <br />Open holes (uncased) will be plugged in the same manner as described above where <br />practical. We are awaze of two open holes (GE-31 and GE-34) which have experienced <br />some caving since completion of the hole. These sites may require the use of a small drill <br />rig to ream and/or open the hole to total depth in order to introduce the bentonite. <br />Inspection of these holes will determine the appropriate course of action. <br />Drill holes cased with steel will be filled with bentonite to within l0 feet of the surface, a <br />cement plug placed from a depth of 10 feet to 3 feet and diNcuttings from a depth of 3 <br />feet to the surface. All steel casing will be cut off below ground surface. <br />2. Degas holes will be plugged and sites fully reclaimed. A drill rig will be required to <br />cement these steel (typical) cased wells from bottom to top. <br />3. Exploration trenches will be backfilled, graded, seeded and mulched. <br />4. Numerous pre-existing roads and jeep trails were employed for direct access to drill sites. <br />New roads were also constructed to provide access to remote sites. We propose to leave <br />all coal exploration access roads constructed on Basin's property for future access <br />activities. This affords continued vehiculaz access to remote azeas of Basin's property and <br />prevents redisturbing areas where reclamation disturbance would cause more damage than <br />leaving the roads as is. Exploration roads will be examined and if necessary grading and <br />water barring will be performed to prevent future erosion. <br />Roads constructed off of Basin's property will be remediated according to the surface <br />owner agreement, lease terms or fully reclaimed to approximate original contour. Per our <br />recent field inspection, roads constructed in Section 16, T33S, R67W will be left for <br />future accessibility. <br />Thank you for your attention on these matters.
