(Basin) coal exploration sites and
access roads during the week of June 17, 1996, I have prepazed a summary of how we intend to
proceed with reclamation activities. Please review this material and provide me with your
comments as soon as possible so we may finalize the scope-of--work and proceed with reclamation
activities. We hope to complete all coal reclamation work during 1996 and apply for full bond
release in the 1996/1997 timeframe.
Exploration activities contemplated and completed by Basin were authorized under the following
permits:
CX-82-I75-12;
CX-84-175-17;
CX-91-175-23;
CX-93-213-04;
MR-11, MR-15,
TR-28, TR-29,
CX-83-175-13;
CX-85-175-18;
CX-92-213-00;
CX-95-213-05;
MR-21, MR-22,
TR-38
CX-83-175-14;
CX-87-175-19;
CX-92-213-0 l ;
CX-95-213-06;
MR-25, MR-31,
CX-83-175-15;
CX-89-175-20;
C;~-53-213-02;
MR-O5, MR-06,
MR-36, MR-63,
CX-83-175-16
CX-90-175-22
CX-93-213-03;
MR-09, MR-10,
MR-65, MR-66,
We propose the following activities:
1. All coal exploration drill sites will be fully reclaimed including: hole plugging, site
regrading, topsoiling (when topsoil was removed prior to pad leveling), seeding and
mulching. These activities aze consistent with the reclamation work performed by Basin in
prior years and has yielded good results. Cdal exploration holes that have been cased and
used for or completed for future use as monitor wells will be plugged. These wells were
intended as sources of data for mine areas outside of the Golden Eagle and New Elk
mines. Since the mines are now sealed and other wells aze being used to provide ground
water monitoring and water quality information it is reasonable to plug the wells and
reclaim sites.
