If topsoil is <br />laid down too close to the final pit it may have to be picked up again to <br />accommodate final grading requirements. It is anticipated that topsoiling <br />could occur as early as 1989, depending upon production. <br />In regards to Area 61 the topsoiling is current for the year. As in <br />Area 51 only limited reserves remain in the area, therefore topsoiling ca n,_ <br />not extend close to the final pit. The reason again is to allow for <br />sufficient area for grading of the final pit. <br />Rule 4.14.1(1)(c) requires that pit backfilling occur within 180 days <br />of coal removal and shall not be more than four spoil ridges behind the pit <br />being worked. Given CYCC's pit lengths and the decreased production <br />requirements it will take approximately 9-12 months to complete the <br />backfilling of the pit. It should be noted that CYCC is in compliance with <br />the spoil ridges grading requirement and will continue to be so. Also, the <br />work of backfilling the final pit in the west end of Area 51 has begun. I <br />believe CYCC's backfilling and grading performance over the past years <br />demonstrates that CYCC is committed to keeping its reclamation activities <br />current and in compliance with the regulations.
