<br />Suimnarv <br />Trapper Mining, Inc., hoe applied for a permit revision (PR-02) and permit <br />renewal (RN-02), under the Colorado Surface Coal Mining Reclamation Act for <br />the Trapper Mine. The mine is located approximately five miles southwest of <br />the city of Craig, Colorado in Moffat County. Environmental studies for the <br />Trapper Mine began in 1972, while facilities construction commenced in 1975. <br />Mining operations began in 1977, at which time the Trapper Mine was operating <br />under permit (No. C-76-11) approved by the Colorado Mined Land Reclamation <br />Board on May 28, 1976. Utah International, inc. submitted an application for <br />a new permit on February 2, 1981, pursuant to Section 34-33-109 of the <br />Colorado Surface Coal Mining and Reclamation Act (hereinafter, "the Act"). <br />The Permanent State Program permit was issued by the Division ae Pezmit No. <br />C-81-010 on December 31, 1982. <br />On April 27, 1983 the Division approved a transfer of ownership of the Trapper <br />Mine from Utah International, Inc. to Trapper Mining, Inc. <br />On February 20, 1987, the Division received a request from Trapper Mining, <br />Inc. for a permit revision (PR-O1) proposing changes in the permit boundary <br />and the mine plan. These changes would allow development work (topsoil <br />stripping, overburden blasting and pit pumpage) in two mine pits referred to <br />as the Colt and Browning Pits. This revision was approved by the Division on <br />August 11, 1987. <br />Eight sections of the November 23, 1982 findings document were revised for the <br />Permit Revision No. 1 document. <br />On February 20, 1987, the same date that the application for PR-01 was <br />received, the Division also received an application from Trapper Mining, Inc. <br />for Permit Revision No. 2 (PR-02) and Permit Renewal (RN-O1). This revision <br />was submitted to cover Trapper Mining, Inc.'s five year mining plan from 1988 <br />through 1992. No additional permit boundary areas were applied for, but in <br />order to accommodate the advancing pits for the next five years, 1,035 acres <br />were added to the disturbed/affected acreage. This revision incorporated <br />changes in numerous areas including the reclamation bond amount, environmental <br />baseline data, sediment and erosion control, operations description and other <br />modifications to the original permit application. Therefore, a completely <br />revised findings document was prepared ae part of PR-02/RN-Ol approval <br />package. <br />The Division found the submittal for Permit Revision No. 2 complete on <br />March 2, 1987.The Preliminary Adequacy Review (PAR) was completed and sent by <br />the Division on April 30, 1987. Trapper responded to these comments with two <br />sets of responses, received by the Division on August 24 and September 1, <br />1987; and revised post-mining topography maps were received on October 9, <br />1987. On November 12, 1987 the Division sent Trapper additional adequacy <br />comments based on the August, September and October responses from Trapper. <br />On December 11, 1987 the Division received Trapper's responses to the <br />Division's November 12, 1987 letter. Additional comments and responses <br />continued into April, 1988. PR-02/RN-O1 was then approved on April 8, 1988 <br />with an effective permit date of December 31, 1987. <br />The Division notified Trapper Mining, inc. on March 9, 1992 that their current <br />permit would expire effective December 31, 1992 and to insure the successive <br />right to renewal a complete application for permit renewal must be received by <br />the Division by July 3, 1992. The Division received the PR-03/RN-02 <br />application from Trapper on July 1, 1992. The Divisions' preliminary adequacy <br />review questions were sent to the operator on August 31, 1992. Final <br />responses to outstanding issues were received by the Division on January 12, <br />1993. This findings document replaces the previous findings in its entirety. <br />Page 3 <br />
