Introduction <br />This document is the decision package prepared by the Colorado Division of <br />Reclamation, Mining and Safety (Division) for the renewal of the Edna Mine Permit. This <br />document includes: 1) the proposed decision to approve a permit renewal application; <br />2) a summary which includes a history of the review of the permit application, a <br />description of the environment affected by the operation and a description of the mining <br />and reclamation plan; and 3) the written findings of compliance the Division has made as <br />required by the Colorado Surface Coal Mining Reclamation Act. Detailed information <br />concerning the findings of compliance can be found in the Regulations of the Colorado <br />Mined Land Reclamation Board for Coal Mining (Rule). <br />The Division has received an application for renewal of an existing, valid permit to <br />conduct surface coal mining and reclamation operations at the Edna Mine. The <br />application was submitted by The Pittsburg & Midway Coal Mining Company (P&M). <br />The mine is in permanent cessation, and, at this time, continuing operations are for final <br />reclamation at the site. No surface coal mining or extraction of coal is anticipated during <br />the renewal period. <br />The Division last made detailed findings of compliance for the Edna Mine for Permit <br />Renewal No. 4, approved October 3, 2001. This document is an update and edit of that <br />Finding. The sources of information for updates have been footnoted or identified in the <br />revised text. <br />The mine will be operated by P&M. The mine is located on federal and private lands <br />within Routt County, Colorado. The legal description of the lands included within the <br />permit area includes all or portions o£ <br />Township 5 North, Range 85 West of the 6th Principal Meridian: <br />S%zNW'/a, NE'/a, S'/~ Section (Sec). 31, SW'/aNW'/a Sec. 32 <br />Township 5 North, Range 86 West of the 6th Principal Meridian: <br />E'/zE'/z Sec. 36 <br />Township 4 North, Range 86 West of the 6th Principal Meridian: <br />E''/a, SE'/a Sec. 12, S%z, NE%a, E%zNW%a, SW%aNW'/a Sec. 13, <br />SE'/aS'/zNE'/a Sea 14, NE%a Sec. 23, N'/z, E%zSW'/a, NW'/aSW%, <br />N%SE%a, W%zSE%a Sec. 24, NE%, N%zSE''/a Sec. 25 <br />Township 4 North, Range 85 West of the 6th Principal Meridian: <br />N'%z, SW%a, W%zSE%a Sec. 7, NW'/aNW'/a Sec. 8, W'/zW%z Sec. 17, <br />Sec, 18, N%z, SW'/a Sec. 19, NW'/a Sec. 30 <br />A detailed description of the current permit boundary is at Exhibit 1.OlA of the Permit <br />Application Package (PAP), and encloses 3,257.3 acres.
