II. Hydrologic Balance -Rule 4.05 <br />A. Water Quality Standazds and Effluent Limitations <br />The Division granted small area exemptions from the use of <br />sediment ponds due to the limited size of the areas and due to the <br />fact that ponds and treatment facilities are not necessary for the <br />drainage to meet the effluent limitations of Rule 4.05.2 and <br />applicable State and Federal water quality standazds for receiving <br />streams. Also, no mixing of surface drainage with a discharge from <br />underground workings would occur. The small azeas exempted are <br />as follows: <br />a. The south end of the railroad tracks from the permit <br />boundary north to the hopper. This azea has been previously <br />approved for Phase I, Phase II, and Phase III bond release. <br />b. The small azea north of Tipple Pond No. 4. <br />c. Those areas of West Ridge, Center Ridge and the Moffat <br />Area where mining progressed to the ridge line and the pits <br />were daylighted. <br />d. The former Trout Creek water pump pad, located west of <br />the Moffat pond. Drainage from this azea was passed <br />through a rock filter and fabric fence prior to leaving the <br />permit area [Rule 4.05.2(3)(b)(i)](all reclaimed). <br />Small area exemptions in the Tipple Area aze depicted on <br />Exhibit 4.6-21 of the PAP. West Ridge exemptions are on <br />Exhibit 4.6-17, Center Ridge on Exhibit 4.6-23, and <br />Exhibit 4.6.2 depicts exemptions for the Moffat Area and <br />Trout Creek pump pad. <br />B. Sedimentation Ponds <br />The Division previously approved permanent retention of the <br />Moffat, Center Ridge, and West Ridge ponds, based on the <br />following: <br />a. The quality of the impounded water was suitable on a <br />permanent basis for its intended use, and dischazge from the <br />impoundments met applicable State and Federal water <br />quality standazds [Rule 4.05.9(13)(a)]. <br />The intended uses of water in the Moffat, Center Ridge, and <br />West Ridge impoundments were recreation, fish and <br />C-1980-001 Permit Renewal 5 Findings Page 21 of 33 Pages <br />
