t`.. <br />East of Road A Project Area <br />Placement of a topsoil stockpile and construction of the Dutch Creek Diversion, including <br />placement of the material excavated from the diversion, were accomplished in 1998. The Best <br />Management Practices utilized in this azea include the following: <br />- A berm and ditch system was built around the topsoil stockpile. <br />- Immediately north of the topsoil stockpile is a sump which previously delivered water from a <br />segment of the Old Refuse Pile road system, and from a portion of Road A to the 001 pond <br />system. The Road A drainage has been cut off from the sump, while the segment of the Old <br />Refuse Pile access road still drains to the sump. Inlet ditches to the sump remain in place. In <br />order to minimize sediment transport from the construction azeas to the 001 pond system via this <br />sump, straw bales were placed in the east and west sump inlet ditches. Further, the sump was <br />deepened in order to allow for settling time prior to water dischazging from the sump. <br />- Material excavated from the Dutch Creek Diversion is primarily located to the east of the <br />Diversion, with an estimated five percent located on the west'side of the diversion. The <br />excavated material on the east side of the diversion was left in a roughened condition in order to <br />minimize drainage potential. A berm is located above Coal Creek to prevent water from draining <br />to that stream. Generally, water will flow towazd the sump, passing through the straw bales <br />located in the inlet ditches, prior to discharging to the 001 pond inlet ditch. The excavated <br />material will be topsoiled and revegetated in 1999. <br />- The material located on the west side of the diversion is sloped so that drainage will be to the <br />north into a ditch which crosses Road A and eventually discharges into the Dutch Creek <br />Diversion. Straw bales were placed in the drainage ditch to contain sediment which may be <br />generated from either the Road or from the fill material. The excavated material will be <br />topsoiled and revegetated in 1999. <br />West of Road A Construction Area <br />The primary activities to be accomplished in this azea included the stockpiling of approximately <br />40,000 cubic yards of demolished concrete rubble, and the burial of the rubble with coal refuse <br />generated by the excavation of the Old Refuse Pile during completion of the Huntsman Project. <br />Topsoiling and revegetation of the newly placed refuse will be accomplished in 1999. The Best <br />Management Practices implemented in this azea include: <br />- Construction of a series of relatively horizontal benches on the slopes of the refuse. These <br />small benches will slow, and momentarily contain, snowmelt runoff in order to minimize erosion <br />potential. <br />- A drainage ditch is located on the northern perimeter of this azea. Previously, this ditch <br />
