_21_
VIII.
- Rules 2.04.7(3), 2.05.6(3)(ii
In a letter of March 4, 1982, the applicant provided estimates on the general
water use requirements for the Bear No. 3 operation. In 1984, Bear used
1.95 acre feet of water from a well in the Alluvium of the North Fork for use
in the mine. The potable water is obtained from the Somerset water system
(see letter of March 8, 1982, from Somerset Domestic Waterworks). The
applicant also indicated that there were three domestic wells within the
Bear No. 3 surface facilities area, but none are presently being used and none
of the wells were registered with the State Engineer. Applicable sections of
the permit application have been forwarded to the State Engineer to examine
issues concerning compliance with State Water ]aw. Pumpage of water from the
alluvial aquifer causes only a localized drawdown because of the high
transmissivity of the aquifer and low pumpage rates of the well. BCC has
water rights in the North Fork, but is is unclear whether BCC requires a
permit from the State Engineer's Office for the removal of water from this
well. For this reason, the following Stipulation is required.
Stipulation No. 3
WITHIN SIXTY (60) DAYS UPON APPROVAL OF THIS PERMIT REVISION, BEAR
SHALL SUBMIT DOCUMENTATION FROM THE STATE ENGINEER'S OFFICE WHICH
DEMONSTRATES THAT EITHER A PERMIT IS NOT REQUIRED OR HAS BEEN
APPLIED FOR TO WITHDRAW WATER FROM A WELL IN THE ALLUVIUM OF THE
NORTH FORK OF THE GUNNISON.
The proposed operation is in compliance with the requirements of this section.
IX. PROBABLE HYDROLOGIC CONSEQUENCES OF MINING AND CUMULATIVE HYDROLOGIC
ruonrT cninv nisi rc ~ nc cT\ ...ate
This Cumulative Hydrologic Impact Study (CRIB) for the drainage basin of the
North Fork of the Gunnison River has been prepared by the Colorado Mined Land
Reclamation Division (CMLRD) pursuant to Rule 2.01.6(Z)(c). This CHIS
assesses the probable cumulative hydrologic impacts of all anticipated coal
mining operations upon the general area of the North Fork of the Gunnison
River Valley. Included in this assessment are all existing coal mines and
those proposed coal mines for which permit applications have been submitted to
the Division. This study has been prepared using information and analyses
contained in the Bear Coal Company mine permit application, information and
analyses contained in other permit applications for mines located in the
general area and other available information including site visitation by
members of the Division staff.
Coal mining operations in the study area include:
1. West Elk Coal Company - Mt. Gunnison No. 1 Mine, CMLRD File No. C-007-80
