EPA model aermits <br />EPA will soon issue general permits or the 12 <br />states that do not administer the NPDES p ogram. These <br />general permits will be virtually identical and will <br />likely operate as models for NPDES states hat are <br />developing their own general permits. Dra t general <br />permits were published for comment in Augu t 1991. 56 <br />Fed. Reg. 40948. Once these permits are i sued, many <br />dischargers will be able to elect to be co eyed by a <br />general permit rather than an individual o group <br />permit. EPA hopes that most dischargers w 11 elect to <br />be covered by a general permit. <br />The election will be made by filing a Notice of <br />Intent (NOI), rather than an application. The exact <br />requirements for completing an NOI will be specified in <br />each general permit. 40 C.F.R. 122.28. <br />The general permits will require disch rgers to <br />inventory their storm water discharges and ctivities <br />which may affect them and adopt certain bes management <br />practices, including the development of a P llution <br />Prevention Plan. The draft general permits require <br />that a Pollution Prevention Plan contain th following: <br />a. an identification of persons resp nsible for <br />implementing the plan; <br />- ii - <br />
