XY. Operations Description - Rules 2.05.2, 2.05.3(2) and 4.01 <br />A description of the operations to occur during the second permit term can be <br />found in Section 2.08.5 of the permit renewal application. <br />With the decision to terminate mining at the site, the only operations to <br />occur will be those associated with reclamation of the previously disturbed <br />area. The plan to reclaim the mine site was revised recently (July 10, 1986) <br />and details of the plan were reviewed and approved by the Division. <br />Reclamation of the load-out facility in Walden, Colorado, as defined in an <br />approved revision (September 14, 1982) and the permit renewal application will <br />also be completed during the second permit term. It is expected that these <br />operations will be completed within 22 weeks of the commencement of which <br />activities would begin on or about June 1, 1987. <br />Reclamation of Pit No. 1 will include removal of existing facilities, <br />backfilling the pit, constructing a drainage corridor and sediment pond, <br />topsoiling, and seeding followed by mulching, Reclamation of the load-out <br />will include removing the coal stockpile base and removal of fines. As the <br />pre-mine land-use of the load-out area was industrial, it will be returned to <br />this use and not topsoiled or seeded. <br />Existing facilities at the mine to be removed include: (1) office trailer, <br />(2) shop, (3) crushing plant, and (4) truck scale. These buildings and <br />equipment will be removed from the site prior to commencing earthwork. <br />Concrete footings, scrap steel, and other suitable non-toxic waste material <br />not sold will be placed in the pit prior to backfilling. The coal pad at the <br />load-out will also be hauled to the pit and dumped prior to backfilling. <br />The existing pit will be backfilled using scrapers and dozers. The existing <br />material in the overburden stockpile will be moved by scrapers. The pit <br />highwalls will be reduced producing the remainder of the backfill material <br />required to fill the pit. A drainage corridor and sediment pond will be <br />formed during grading of the fill material. The final grading and topsoiling <br />will be completed following backfill operations. The last operations to occur <br />on site will be drill seeding and mulching using conventional equipment for <br />these tasks. <br />The operation is in compliance with the requirements of this section. <br />XVI. Exolosives - Rules 2.05.3(6) and 4.08 <br />Information on explosives is found on pages 44-49 of Volume I of the original <br />permit application. <br />No explosives will be used in the reclamation operations to be conducted <br />during the permit renewal term. Reductions of the existing highwalls will be <br />accomplished by scrapers and dozers with no blasting of overburden required. <br />The operation is in compliance with the requirements of this section. <br />20 <br />
