' PROPOSED CHANGES 13 <br />-^t St. Vrain Creek <br />,• <br />iJ <br />WPC plans to construct two overflow spillways, one on .each s::de of St. <br />i <br />.i Vrain Creek, near the south property line of the Weng farm (Exhibi.t 4). <br />-~ Each spillway will consist of a cut in the natural berm, 50-feet aide, with <br />-.! <br />a depth not exceeding 5 feet. These spillways will provide a safe means of ' <br />returning to SC. Vrain Creek, above downstream property owners, water that <br />overflows the banks of St. Vrain Creek into WPC's excavated area. <br />",~ <br />,) The Board of County Commissioners for Boulder County recently adopted <br /> amendments to the Boulder County Zoning Resolution of October 11, x.965. <br /> These amendments pertain to flood plain uses. The general intent of the <br />i amendments appears to be to give Boulder County Commissioners the authority <br /> and the procedures required in order to protect the public interest by regu- <br /> <br /> lating all uses within that part of the flood plain that would be inundated <br />by occurrence of the 100-year flood. <br />~~ The county's zoning amendments define flood plain as "the relatively <br />flat or lowland area adjoining a river, stream or watercourse, ocean, lake, <br />or other body of standing water which has been or may be covered temporarily <br />by flood water. For administrative purposes the flood plain area maiy be <br />.~ defined as the area that would be inundated by the 'Standard Project Flood' <br />(Corps of Engineers) or the 'Maximum Probable Flood' (Tennessee Valley <br />Authority)." The 100-year flood is defined as "one that has a frequency of <br />occurrence of one hundred (100) years determined from an analysis of floods <br />on a particular stream and other streams in the same general region. It has <br />.~ about a one percent chance of occurring in any given year." <br />~ Boulder County's flood plain zoning amendments set forth various: regu- <br />lations for uses in certain defined areas identified as flood regulating, <br />.1 <br />floodway and flood storage areas.
