3.2 Description of the Environment
3.2.1 Maps
United States Geological Survey (USGS) Topographic Map 7.5 Minute Quadrangles Axial and
Ninemile Gap, Colorado, cover the area of the permit.
3.2.2 General, Disturbed and Affected Area
The Mine is located approximately 28 miles southwest of Craig, Colorado, neaz State Highway 13.
The great majority of the permit azea and current operations (including the mine pits, the
administrative, shops, warehouses, general offices and a rail loadout facility) are located in Moffat
County. Approximately 1,000 acres of PR-02 is located in Rio Blanco County. Although there has
been surface disturbance within Rio Blanco County, there has been no coal mined from Rio Blanco
County to date. All of the coal mined in the South Taylor azea, with the approval of PR-02, will be
in Rio Blanco County.
Colowyo owns approximately 75% of the surface acreage of the proposed permit azea. An additional
20% is Federal land managed by the Bureau of Land Management (BLM) and the remaining 5% is
State (Colorado) land. The mine operation, as proposed, will consist of several pits operating within
approximately 13,581 permitted acres of which approximately 5,018 acres may be disturbed by
mining and approximately 5,059 acres may be affected by mining. The permitted boundaries and
permitted disturbance of the permit have been revised. A summary of these changes is presented in
the following table.
Reconciliation of Permit Acreage with Permit Revision
Renewal 4 Permit Revision 2 Chan e

Mineral Ownershi
Federal 5,573.79 10,792.99 + 5,219.2
State 650.21 650.21 + 0
Private 1,307.05 2,137.95 + 830.9
Total 7,531.05 13,581.15 +6,050.1

Surface Ownershi
Federal 515.79 2,739.19 + 2,223.4
State 640 640 + 0
Private 6,375.26 10,201.96 + 3,826.7
Total 7,531.05 13,581.15 + 6,050.1
Proposed Decision and Findings of Compliance 4 May 2007
Perini[ Revision 02 Page 16
