<br />XVI. Explosives - Rules 2.05.3(6) and 4.08 <br />No surface blasting will occur since this is an underground mine. Blasting <br />will occur underground during normal conventional mining activities. The <br />explosives will be stored on the portal bench as depicted on Map 11 - Mine <br />Facilities. La Plata Coal Corporation obtained on March 19, 1987 Permit <br />No. 1497 from the Colorado Division of Mines to store and use explosives. <br />The requirements of this section are not applicable since this is an <br />underground operation with no surface blasting proposed. <br />The applicant is in compliance with the requirements of this section. <br />XVII. Backfilling and Grading - Rules 2.05.3(3), 2.05.3(4), 2.05.4(2)(a. <br />7 AC A O .. A AA A 1 9 .....1 A l A <br />Information pertaining to backfilling and grading of disturbed areas at the La <br />Plata No. 1 Mine is presented in Section 2.05 (pages 2.05-23 to-38) of the <br />permit application. The "Mine Facilities" Map (No. 11) and the "Post-Mining <br />Topography" Map (No. 12) depict existing and proposed contours of the <br />disturbed area. A stability analysis of the regraded mine bench area is <br />presented in Exhibit 14. <br />At the end of the mine's life, the permittee proposes to backfill the <br />disturbed bench areas to approximate original contour. Although it appears <br />that no detailed topographic maps of the pre-mine areas exist due to the <br />length of time the area has been disturbed, the proposed post-mining contours <br />will effectively blend the regraded area into the surrounding terrain and <br />result in the reestablishment of natural drainages. A stability analysis of <br />the proposed backfill configuration prepared by the applicant indicates that <br />the regraded area will achieve a static factor of safety in excess of 1.3. <br />The "Post-mining Topography" Map (No. 12) has not been revised to depict <br />proposed (approximate original) regraded contours. As such, the following <br />stipulation is necessary. <br />STIPULATION N0. 5 <br />WITHIN FIVE (5) DAYS OF THIS DECISION BECOMING FINAL, LA PLATA COAL <br />CORPORATION MUST SUBMIT REVISED COPIES OF MAP N0. 12, "POST-MINING <br />TOPOGRAPHY", TO THE DIVISION. THE MAP MUST CLEARLY DEPICT ANTICIPATED <br />PRE-MINING CONTOURS AND BE SUPPORTED BY REPRESENTATIVE CROSS-SECTIONS WHICH <br />CLEARLY SHOW THAT ALL DISTURBED AREAS WILL BE RETURNED TO ANTICIPATED <br />PRE-MINING (APPROXIMATE ORIGINAL) CONTOURS. <br />With the acceptance of this stipulation, the applicant is in compliance with <br />the requirements of this section. <br />-26- <br />
