- 4 - <br /> <br />material which will not be topsoiled prior to revegetation. This an- <br />alysis will be done on an appropriate number of representative sam- <br />ples criteria in consultation with the Regulatory Authority taken to <br />a depth of at least 4 feet, and will include an analysis of all re- <br />quired soil parameters for a determination of suitability for recla- <br />mation; if unsuitable, a reclamation plan must be developed. <br />6. Topsoil must be analyzed for fertilzer elements (N ,P ,K) prior to <br />seeding. If the soil is found to be phosphorous deficient, phos- <br />phorous must be incorporated into the topsoil during the respreading <br />process. Any other fertilizer elements which are deficient in the <br />topsoil may be added after one year's growth of vegetation at a time <br />of year approved by the Regulatory Authority. <br />• <br />u, <br />7. Within one year of receipt of the permit, the permittee will submit a <br />plan to the OSM and CMLRD for surface manipulation of the soils to <br />enhance moisture retention and reduce erosion during reclamation. <br />This plan will be reviewed for. approval by the OStt and CMLRD prior to <br />implementation by the permittee... __- ,. <br />8. The permittee will utilize combined McClane and tiunger pre-mine data <br />for productivity for the Greasewood, Shadscale and Juniper vegetative <br />communities respectively. This data shall be subject to the revege- <br />tation success criteria of 4.15.8(3)(b).._::... <br />9. Within 60 days of this permit issuance, the permittee shall supply <br />the OSM and CMLRD with woody plan[ density data for the Greasewood, <br />- _...Shadscale and .Juniper communities to include, but not be limited to <br />sample size, sample mean, sample variance, and level of confidence <br />• achieved. <br />10. The permittee must provide within 90 days, justification to [he•OSti <br />_-. and CPII.RD for .the woody plant density revegetation levels proposed. <br />_ OSM and CMLRD will determine an acceptable level within 90 days of <br />_ receipt of this .data. ,„__~. <br />11. The permittee will provide and obtain the approval of the OSM and <br />CMLRD a means for the evaluation of species diversity at the McClane <br />Canyon site within 90 days of permit issuance. <br />12. Within one year of permit issuance, [he permittee will develop and <br />obtain the approval of OStt and the CMLRD for a biennial revegetation <br />monitoring program which will monitor the success of revegetation ef- <br />forts at the ttcClane Canyon site, to be approved by the OS`t and C`1LQD <br />and implemented the second year after the initial revegetation seed- <br />Sng. <br />• <br />13. During mining operations if a previously unLdentified cultural re- <br />sources site is discovered, [he operator shall ensure that the site <br />1s not disturbed and shall notify the regulatory authority.
