The Hazardous Materials and Waste Management Division of the Colorado
of Public Health and Environment (the Division) has completed its review of t.
Action Plan (the Plan) for the Hollenbeck Pit (MLRB permit No. M85-02.
miles east of the City of Gunnison. The review of the Plan was made under
of the Solid Wastes Disposal Sites and Facilities Act 30-20-100, CRS, et
regulations promulgated thereunder 6 CCR 1007-2 (the Regulations).

Columbine Paving operates a rock crushing and asphalt batch plant at the H llenbeck Pit.
Petroleum contaminated soils have been identified at this site. The Plan disc sses, in part,
the corrective action measures which will be implemented at this site. The Di ision has the
following comments regarding the Plan:
1. It is unclear if the unlined earthen sump, which contains a black oily tarry liquid,
near the asphalt plant will be removed. A.s we discussed during my sit visit on July
5, 1994, the sump shall be remedia[ed and a containment structure b ill to collect
future spills.
2. There is not adequate information to justify your proposed "successf I" corrective
action levels of 100mg/Kg BTEX and SOOmg/Kg TPH. Before the ivision can
determine an appropriate RAC level for this site, the following infor lion is shall
be submitted:
a. Identification of ground water wells within a l/2 mile adius of the
site. This information is available from the Colorado D partment of
Natural Resources, Office of State Engineers (303-866-3 47).
