The basis of this request is <br />unexpected difficulties in soil geology and chemistry <br />encountered during construction. This, in my opinion, could <br />result in a waste of topsoil and lead to future reclamation <br />problems. <br />Originally, it was planned to contour, topsoil and <br />revegetate all the cuts and fills on the railroad construction <br />site. We will carry out this original plan on all areas <br />except the two sites shown on M-K Drawing No. 80-0-001 <br />attached. It is requested that the reclamation procedures <br />be waived and the areas allowed to stand without further <br />attention on these two sites. The sites would be reclaimed, <br />however, in the future when the spur is abandoned. The <br />sites are two cuts designated as follows: <br />Otis cut <br />Railroad loadout loop cut. <br />The Otis cut lies on the east side of the track at the <br />crossing of County Road 33 designated 80-1-003 at 1.5 to 1 <br />slope. Soil type is a mixture of clay and Lewis shale. The <br />shale, upon exposure to air, disintegrates providing a poor <br />base for topsoiling and revegetation. It will be necessary <br />
