The Division compared this list against <br />Map 1 (Surface Ownership, October 13, 1997) of the Permit, finding that notice was also required <br />to the Northern Coal Company. Colowyo was advised by telephone on November 12, 1997, of this <br />requirement. Written notice was sent by Colowyo to the Northern Coal Company (Enron Energy <br />Co.) on date November 13, 1997. A copy of this notice was provided to the Division by facsimile <br />on November 13, 1997. <br />Within the Application, the permittee declared that written notice had been sent to the following <br />surface owners: BLM and to the Colorado Department of Natural Resources, State Board of Land <br />Commissioners. An example copy of this written notice was enclosed in the Application. <br />Comparison of this list with Map 1 found this notification in compliance with the requirement. <br />Notices to local government bodies are described in the following paragraphs. <br />Within the Application, the permittee declared that written notice had been sent to the City of <br />Craig and the City of Meeker. These are the only incorporated municipalities in the area. The <br />local town of Hamilton is un-incorporated as confirmed by telephone with the Moffat County <br />Clerk's office, 970-824-9104, Cindy Shanahan, Commissioners Secretary by Debbie Winder, Deputy <br />Clerk, on November 13, 1997. <br />There are no regional planning agencies in the area other than those listed in the following <br />paragraphs. <br />Within the Application, the permittee declared that written notice had been sent to the Boards of <br />County Commissioners of Rio Blanco County and Moffat Counry. Moffat and Rio Blanco <br />Counties are the counties in which the Colowyo Coal Mine is located. <br />Within the Application, the permittee declared that written notice had been sent to the County <br />Planning Department, Rio Blanco County, and to the Moffat County Courthouse. A telephone <br />conversation with Mr. Allen Lanning, Director of the Moffat County Planning Department, on <br />November 18, 1997, revealed that the Planning Department had not received the notice. A call <br />was placed (November 18, 1997) to Colowyo (Mr. Jim Kiger) to fax a copy of the letter to Mr. <br />Lanning. Mr. Lanning confirmed receipt of the notice by telephone (with Mr. Byron Walker, <br />CDMG) on November 18, 1997. Mr. Kiger advised Mr. Walker the letter had been sent by <br />facsimile on November 18, 1997. Moffat and Rio Blanco Counties are the counties in which the <br />Colowyo Coal Mine is located. <br />Within the Application, the permittee declared that written notice had been sent to the Sewage and <br />Water Treatment Department of Craig, and the Meeker Water Department, in Meeker. <br />Within the Application, the permittee declared that written notice had been sent to the Colorado <br />12 April 27,1998 <br />
