13. Section 2.05.4, page 338-B -With the approval of TR 19, this page should be updated to note that
the facilities area has been removed from the permit boundary.
14. Section 2.05.6, page 377 -Please update the expiration date of the Meadows No. 1 Mine NPDES
permit.
The following are observations and recommendations from our review, and need not be addressed in the
required revision.
15. If a revision is submitted proposing that the woody plant success standard be dropped on John
Eilts' property (as suggested by Sun Coal Company), the sage/grass reference area would probably
be more appropriate than Seneca Coal Company's mountain shrub reference area. In addition to
concurrence from the land owner, Sun Coal Company will also need to get input on any proposal
to change vegetation success standards from the Division of Wildlife, since wildlife habitat is a
component of the approved post-mine land use.
16. Sun Coal Company should continue efforts to control Canada thistle on the site, especially along
the recently reclaimed contour ditches.
17. Sun Coal Company should continue rill and gully maintenance where needed on John Eilts'
property. Gully repairs and limited remedial seeding of some areas may be necessary to encourage
grasses to fill in intermittent bare areas which are subject to erosion.
Mwdows No. 1 Mine (C~1-0?9) Fcbrvary 6, 1996
Midterm Rcvicw 9 Third Pcrtnit Tcrm
