<br /> <br />2. References to the permit application shall be cited by section of the <br />application; <br />3. All other exhibits must be a complete copy; and <br />4. Briefs and arguments shall be a complete copy with exception of items 1 and <br />2 as noted. <br />Any party who is unable to attend the formal public hearing may submit a written <br />statement by November 13, 1998. Such statements must be submitted to the Durango <br />Field Office and to all other recognized parties to this action. <br />VI. PROCEDURE <br />The hearing shall proceed and matters shall be presented as follows. Time limits set <br />forth in this Order are maximum limits and shall be strictly enforced. At the discretion of <br />the Board, these time limits may be altered, if appropriate. <br />Preliminary Matters <br />The Pre-Hearing Conference Officer will present this Order to the Board for <br />amendment and/or adoption. At this time, the Board will also resolve any objections to the <br />content of this Order. <br />II. Subsequent Conduct of this Hearing <br />A. Presentations, Including Cross-Examination <br />1. The Division shall have 10 minutes in which to present an overview of <br />the controversy and its reasons for recommending approval of the <br />Tozer Pit amendment application submitted by Montezuma County and <br />at issue here. <br />2. Montezuma County and their agent, Southwest Land Services, Inc., <br />shall have 20 minutes in which to make their presentation. <br />3. Each of the other recognized Parties shall have 10 minutes in which to <br />make a presentation. <br />4. Members of the attending general public shall have 3 minutes each in <br />which to make a presentation. <br />-4- <br />
