steeper sloped portal areas, while the text seems to indicate the
rangeland seed mix will be used on steeper slopes. The
gradient of the terraces and handling of surface runoff from the
terraces should also be explained.
b) Include plans to reduce the outslopes to less than 2:1 (H:V) or
a demonstration by a qualified professional engineer that the
existing outslopes have a minimum static safety factor of 1.3
(4.14.2(2)(c)).
c) A map should be included indicating exactly which portions of
the access road will be reduced to a 20 foot width and left in
place (as discussed on page 4-62), and which portions will be
reclaimed. The light use roads which page 6-3 indicates will be
left after mining should also be clearly identified on a map.
d) The methodology for comparing revegetation success in the
proposed dryland pasture to neazby fields needs to be clearly
defined.
Postmining Land Use
21) The response to this comment is adequate.
22) Please see the attached memo from Tony Waldron.
23) The Division requested that NCIG provide clarification of the landowner for
all affected lands. This request was not addressed.
Weed Control
24) The response to this comment is adequate.
Please submit a cover letter with the revised text. The cover letter should address each
comment, point by point, or re[erence where the response can be found in the revised text.
This will greatly facilitate and expedite the review process.
If you have any questions, please call me at (303) 866-3567.
Sincerely,
Bazbaza L Pavlik
Environmental Protection Specialist
