Mr. Ross Gubka, P.E.
Western Fuels-Colorado
February 9, 2007
Page - 1 I -
6. This item has been discussed under General Comment #1, above.
Task #008
1. The volume figure of our estimate was in error, in that it should have been 7,150
(260 s.f. x 619 I.f./27 * 1.2 swell). As mentioned in Item 1 of Task #007, we
erroneously assumed the cross section provided was the average for the length of
the ramp. As stated above, however, we question the method used by WFC and
we request additional documentation of WFC's volume.
2. See Item 3 of Task #002 above.
3. See Item 4 of Task #002 above.
4. This item has been discussed under General Comment #1, above.
Task #009
1. Areas which have been Phase II released will be addressed in Technical Revision
No. 55. The cost estimate will be revised to exclude Phase II released areas.
2. Page 2.05.2-4 states that "the remainder of this permit term will mine to Cut
89..." Page 2.05.3(3)-20 of the 2003 permit states that "...typically the mine
strips topsoil from one to three pit widths (1 IS ft to 345 ft) ahead of the pit at any
one time..." That would put stripping to Cut 92. Please clarify the maximum
stripping distance ahead of the pit and revise the permit accordingly.
Task #010
I. The 220 acre area includes cuts 65-92, as described in Item 2 of Task #009,
above.
Task # 012
The Division has determined that a drill truck is necessary for all holes with
depths exceeding that of the lower coal seam. WFC determined that [hose holes
aze N13, N16P1, N43, and N46. The cost estimate has been revised accordingly.
2. This item has been discussed under General Comment #1, above.
Task #013
