Mr. Ross Gubka, P.E.
Western Fuels-Colorado
February 9, 2007
Page - 10 -
a survey of the existing pile, which would suggest that when the material is
moved, it is going to swell. The Division estimated a 16.5% swell from the
consolidated pile to the loose material placed in the trucks by the loader.
2. See comment for Item 5 of Task #004, above.
Task #006
See comment for Item I of Task #005 -Truck above.
2. The Division agrees with WFC's assessment of the material placement for the box
cut material. We have deleted Task #006, and have added dump area support
(D7SU} for 20% of the truck and loader operating time in place of this task, which
is documented in new Task #006.
3. See comment under Item 3 of Task #002.
4. See comment under Item 4 of Task #002,
5. This item has been discussed under General Comment #1, above.
Task #007
1. WFC questions the volume used in this task, asking whether we forgot to divide
by 2. The volume used in the cost estimate was based on the azea of the triangle
of material (356] s.f.) times the run of the ramp (619 l.f.), which is 2,204,259,
divided by 27 (the # of c.f. per c.y.) to yield 81,639.222 c.y. WFC provided one
cross section, which we assumed to be the average for the ramp, like those
provided for the pit. It is not clear where along the "run" of the ramp this cross
section is placed. Comparing the cross section provided for the pit ramp with the
photos of the pit taken in October 2006 (attached), it would appeaz that the cross
section provided is from the middle of the ramp length. If this is the case, use of
the average end azea method requires at least a third cross section at the end of the
ramp (one (0/zero) at the end of the ramp, one in the middle, and one in the far
end of the ramp) for a more accurate volume. Please provide additional
documentation of the volume WFC uses for this task.
2. See Item I of Task #002, above.
3. See Item 2 of Task #002 above.
4. See Item 3 of Task #002 above.
5. See Item 4 of Task #002 above.
