Long <br />RE: West End Pit, Permit No. M-94-011, Conversion No. 1 (CN-01) Preliminary Adequacy RevieWv'sion Director <br />Dear Mr. Conger: <br />The Division has reviewed the CN-O1 application for the West End Pit and identified the following <br />adequacy concerns. Please address each of these concerns by December 22, 1997 so that the decision <br />due date of January 8, 1998 can be met. <br />MAPS <br />Please revise the Pre-mining, mining plan and reclamation plan maps so that they extend at least <br />200 feet beyond the proposed permit boundary and show all required features within that 200 <br />feet (structures, structure and land owners, contour lines, etc.). <br />2. The reclamation plan map indicates that the center contour elevation is 5800 feet while the pre- <br />mining and mining plan maps show this elevation at 5740 feet. Please correct this discrepancy. <br />MINING PLAN <br />3. Please describe how water from the operation gets to the southern sediment pond when an <br />irrigation ditch lies between the pond and the areas affected by the operation. Also, please <br />indicate how and when pond cleaning will be conducted and where the cleaned out sediment will <br />be placed. <br />RECLAMATION PLAN <br />4. The Landowner and Permittee must be aware that no grazing may take place on any reclaimed <br />portions of this site until the Division approves each area for grazing. <br />5. If the pit floor at this site is composed of silty claystone, then ripping to an approximate depth <br />of 1.5 feet, prior to topsoil placement, will be required. <br />6. A commitment to incorporate 1 ton per acre of gypsum into the replaced topsoil, prior to <br />seeding, was an approved task in the existing reclamation plan and will be a required part of this <br />revised reclamation plan as well. The commitment for irrigation of first year revegetation will also <br />be required. The application of mulch proposed in this conversion will be accepted as substitute <br />for the first year white clover seeding and subsequent incorporation into the soil. <br />OTHER PERMITS AND LICENSES <br />7. The Division recommends the permittee contact the Colorado Division of Water Resources to <br />
