2.U~.4 Reclamation Plan
(a) Timetable
The Golden Eagle mine terminated extraction of coal December 31~`, 1995. Map 3A,
Mine Plan, shows the extent of mine development at the time of mine closure. Existing
stockpiles of coal at the mine site were trucked to an offsite processing facility during
January of 1996. During the first quarter of 1996, equipment was removed from the mine
in prepazation for sealing of the mine openings.
Five entrances to the mine, the portal slope and four airshafts were sealed during the
second quarter of 1996. The ventilation fans and ancillary equipment were dismantled
and transported to the supply yard. Seals constructed of concrete reinforced with steel
rebar and I-beams were placed over the airshafts. A second concrete seal was then placed
over the concrete cap and tied into the shaft collazs. A temporary concrete block seal
was placed inby the portal entrance. Immediately outby this temporary seal, a massive
reinforced concrete seal was constructed. The remaining exposed mine entry,
approximately twenty feet in length, was then backfilled and compactedwith fill material
in two foot lifrs.
~~ Al] mining equipment, supply inventories, and permanent buildings were sold at public
auction in August. The equipment and supplies were removed from the site during
August. Dismantling of the structures continued into September of 1996. The unsaleable
structures, concrete footers and foundations were demolished in October. The remaining
iron and steel was salvaged for recycling. Approval was received from the Division for
onsite disposal of the concrete within the azea excavated for the mine slope. Dismantling
of the railroad spur was completed in November. The rail, ties, and ancillary equipment
were salvaged. Broken ties were disposed of at the concrete disposal site.
Mine dewatering was stopped at the end of March 1996. This allowed water remaining
in ponds 002 and 005 to evaporate during the spring and summer. The plastic liner in
pond 005 was removed and disposed of off-site.
The pond liner and all other uns8lvageable debris was transported off-site to the Trinidad
Landfill. Unsaleable inventories of petroleum products and used oils were disposed of
through licensed recyclers. Prior to dismantling the Golden Eagle office building,
asbestos floor tiles were removed Crom the floor of the bulding and shipped to an
approved disposal facility.- AlCiecords of material transport and disposal are maintained
with the Golden Eagle permit documents.
Backfilling and grading wasstarted.in October of 1996. All areas were recontoured and
graded according to the appro~ed._post-mining topography as shown on Map 1~.. _.._
2.05-20 (Revised 09/25/98 - TR-50)
