a) Plan Waste Dump Foundation Preparation <br />1) Prior to waste rock placement, all trees, stumps, limbs, <br />slash, organic materials, and topsoil will be removed. <br />2) Mazketable trees will be salvaged for lumber or fire wood. <br />3) Stumps and limbs will be transported to a designated <br />location below the existing main staging area for process or <br />removal from site. <br />4) Topsoil will be salvaged and stockpiled at designated <br />locations within the permit azea or directly applied to <br />reclaim areas. <br />5) Rock dump foundation excavation will continue until <br />organic rich surface soils have been removed to expose <br />coazse sub-soils, rocky sub-soils, or bedrock. <br />6) A five foot tall berm will be constructed at the maximum <br />final run-out of the waste rockpile slope to contain <br />sediments that may wash from active dump slopes during <br />construction. In lieu of final berm construction, temporary <br />sediment fence structures may be employed to contain <br />potential sediment run-off during rockpile construction. <br />b) During active mine operations and after final reclamation, the main goal of <br />the mine and reclamation plan will be to maintain sepazation of surface <br />flows that deliver surface flow from outside of the affected land <br />boundaries (east and north of the mining area) to Taylor Gulch from <br />surface flow that delivers surface load to those azeas within the affected <br />land boundaries. Waste rock piles under construction will be graded to <br />drain westwazd in ditches constructed along haulage access roads entering <br />from FS Road 228. A berm constructed within and along the southern <br />affected land boundary and along the west bank of Taylor Gulch will <br />contain sediments and storm flows from flowing directly into Taylor <br />Gulch. During fmal build out of the lower rock pile, a sediment basin may <br />be constructed at the southeastern corner of the affected land azea to help <br />contain sediments and storm run-off from active dump faces. The <br />dimension of the sediment pond would be approximately 100' x 100' and <br />no deeper than 8'. All ditches from haul road access to upper rock pile <br />levels (below the existing staging area and lower pit influence) would be <br />routed to the sediment pond. High velocity flows within the azea limited <br />by the lower mining pit above and the southern end of the affected land <br />(app. 8 acres) will be limited by design to the ditches along the haulage <br />road at the western mazgin of the waste dump area. These ditches will <br />eventually drain east towazds the sediment catchment structure located at <br />the southeastern corner of the affected land as described above. <br />i.) Final reclaimed waste rock slopes will be graded to a final slope of 3:I with the <br />exception of approximately a 2 acre azea located below the existing FS Road 228 <br />
