The area of Gladstone, CO is entirely unsuitable lirr apost-mining industrial use desigtation, <br />Industrial inning does not exist in San Juan County, and any form of industrial designation would <br />adversely impact the eeonvmic development of San Juan Cowry duough its tourism and <br />recreational economic base- <br />?.The area needs to have reclamation requirements especially in terms of bround cover of the <br />barren, high exposure hillsides which are composed of mine dumps and highly acidic Bound, Thq <br />area certainly falls under the definition of affected mine lands in the 1976 Mined Land <br />Reclamation Act, and it is certainly under the spirit of the Mined Land Reclamat;on Act that. a site <br />so heavily aFfected by mining activity should receive reclamation in terms of ground cvver, <br />grading and water quality issues. I purchased adjoining Ltind to the permit area basis the <br />reclamation plan in place to be carried out. The designation of an industrial classification with no <br />reclamation of ttte affected lands at this late date is inappropriate, i <br />3.7he bam:n hillsides are not erosion stable in the long teen, as they are typically approx. a I:I <br />slope (rather than the gentler slope reyuired by MhRD), and may not receive the ongohtg <br />maintenance that the site h<•ts received ht the past from the operating compsny. <br />4. We believe that the issues regarding this sire ue adequately addressed in Amendment 4 of the <br />above referenced permit, and a rc-visitation of these issues is not in the interest of the people of <br />San Juan County. <br />Por San Juan Corp., <br />Todd C.
