The area ofGladstone, CO is entirely unsuitable for apost-mining industrial use designation, <br />Industrial rnaing dues not exist in San Juan County, and any form of industrial designation would <br />adversely impact the economic dcvClopment of San Juan County through its tourism and <br />rect~eational economic base. <br />2. The area needs to have reclamation requirements especially in terms of t,NOUnd cover of the <br />barren, high exposure hillsides which are composed of mine dumps and highly acidio ground. 'I'hc <br />area certainly falls under the definition of affected mine 1<vtds in the 1976 Mined land I <br />Rtclemation Acl, and it i5 certainly under the Spirit of the Mined Land Reclamation Act that a Stec' <br />so heavily affected by mining activity should receive reclamation in terms oFground cover, <br />grading and water quality issues. Ifthe site is does not receive reclamation in the form ofground <br />cover, we believe this will impact our ability to grow vegetation on our adjoining Herbert Placer <br />panel directly below the site. <br />3. The Barron hi I Irides arc not erosion stable in the long term, as they are typically approx. a I : I <br />slope (rather than the guntkr slope n:yuircd by MI,RD), and may nut receive the ongoing <br />maintenance that the site has rc:Cnived in the past from the operating company. <br />4.
