<br />~ The Application was found complete on October 30, 2000, Completeness requires compliance
<br />with the following rules (marked with an * in this findings}: 1.04(136), 2.07.3(2), 2.07.3(2)(a),

<br />*Rule 2,07.3(2): At the time of submission of nn npplicatiort for a permit, or for a permit
<br />revision, technical revision, or renewal of an existing permit, the applicant shell submit to the
<br />Division the proposed notice of publication of the ownership, precise locution, ar:d boundaries of
<br />the land to be effected by the proposed surface coral mining operations Upon notification to the
<br />applicant that the applicntion for permit or the application for a permit revision or renewal is
<br />complete, the npplicmd shall place fire notice of ownership, precise location, and boundaries of
<br />[and to be affected by the proposed surface coal mining operation in n local newspaper of
<br />general circulation in the locality of said operatiort.z This publicntiat shall be published at least
<br />once a week for four consecutive weeks.] The publication shall contain, at a minimum, the
<br />following information's:
<br />' The proposed notice was submitted with the application, and was found to be in compliance
<br />with these requirements. Ownership was included as the Coors Energy Company, the precise
<br />location and boundaries was provided as Section 36, T3N R64W 6'h PM.
<br />'` The applicant proposed to place such notice in a local newspaper in compliance with this
<br />portion of the rule (see CEC letter October 20, 2000). (Indicated as the South Weld Sun as a
<br />footnote to the proposed notice.)
<br />} This requirement is reduced [o publication only once by Rule 2.09.4(6)(b)(i). Acopy of a
<br />certificate of publication (an attachment to the CEC letter, November 10, 2000) demonstrates
<br />compliance.
