r <br /> <br />EXHIPIT "E" <br />RECLAMATION PLAN <br />1. Every attempt will be made to remove and save the <br />existing topsoil at the Weaver Quarry. The soils on this <br />site are predominantly Saller-Rock complex. This <br />includes 30', rock outcrop and up to 10" of topsoil <br />spread very unevenly over the existing area. All <br />salvageable topsoil will be stockpiled, seeded, and <br />saved for use in future reclamation. <br />2. Final highwall restoration will be accomplished by <br />reclamation blasting to a 2 to 1 slope and covered with <br />6"-10" of topsoil substitute. The topsoil substitute <br />will then be covered by any salvaged topsoil that has <br />been previously stripped. The topsoil substitute will <br />consist of crushed sandstone from the upper <br />10"(overburden)- The crushed sandstone will be no larger <br />than 3/8". This sandstone has a clay cementing agent <br />that should provide a medium that will support plant <br />growth. The operator is commiting to a study plot at the <br />site with soil samples sent to the SCS and/or CSU for <br />their recommendations as to fertilazation, organic <br />matter, texture, ph value, etc_ All recommendations will <br />be followed by the operator to ensure success of the <br />planted species. There are field occurrences of this <br />material supporting volunteer weeds at this site and at <br />the Owl Cannon Quarry. These field occurrences suggest <br />that this topsoil alternative will support vegetation at <br />this site. <br />3. Reclamation is scheduled to begin in year 1 (1992). This <br />will be dependent on the demand from the quarry <br />production. Under the current mine design parameters it <br />is forecasted to be 1 year, although a current decline <br />in production needs will lenghten the time frame,as also <br />an increase in production will shorten the time frame in <br />which reclamation will occur. Overburden from current <br />year mining will be used on the preceeding years mining <br />area for grading and as a topsoil substitute in the <br />reclamation schedule- <br />
