EXHIBIT E: Reclamation Plan
High Flume Gravel Pit
Reclamation efforts will follow completion of mining activities as closely as possible,
with reclamation of phase 1 beginning once mining activity in this phase is complete and
moved into phase 2. The mine will be reclaimed to rangeland, with the exception of the
lower stockpile pad. The operator commits to leaving aone-foot deep gravel pad and a
berm along the southern edge to be utilized by the owner as equipment storage for his
construction company and vehicle storage and salvage yard. Reclamation of phase 1 will
take approximately 2 months, phases 2 & 3, and the stockpile area will take
approximately 4 months to complete.
Mined areas will be re-contoured with overburden so as to blend in with surrounding
topography as much as possible, and to establish slopes not to exceed 3H:1V. Bulldozers
and scrapers will be used to distribute the overburden and then the topsoil over the mined
area. Grading will be done in such a way as to provide for drainage into the center of the
reclaimed area, forming a basin in the center. Water collecting in this basin during runoff
will be emptied through evaporation. Stockpiled soil will be spread evenly over stripped
areas. Topsoil depths are anticipated to be 4-8 inches over the entire area. The area will
be seeded with the following seed mix to provide for rangeland end use. All rates are for
pure live seed. The seedbeds will be disced or ripped prior to planting to eliminate
compaction.
Seed Mix:
30% Western wheatgrass (Agropyron smithii)
20% Sand dropseed (Sporobolus cryptandrus)
20% Smooth brome (Bromus inermis)
20% Small Burnet (Sanguisorba minor)
10% Annual Rye (Lolium annuem)
sown at a rate of 15-Ibs/ acre.
The seed will be sown hydroseeding and hydromulching. At the time of reclamation,
soils will be tested to determine if fertilizer should be added. If a fertilizer is needed,
NRCS recommendations will be followed.
At the perimeter of the affected area, the reclaimed land will transition to the undisturbed
land with a slope not greater than 3H:1V. This slope will be seeded in the same manner
as the rest of the reclaimed area. No reclaimed slopes will exceed 3:1. The access road
will remain on private land to provide landowner with access [o the property.
