(Energy Fuels) completed structure removal, backfilling and grading <br />of the Loadout Facility (East and West Loadout Areas), and established drainage controls <br />according to the approved reclamation plan. This application requests release of the bond <br />amount associated with backfilling and grading of the Loadout Facility. The reclamation work <br />was completed in November 1996. <br />This bond release request is formatted to effect compliance with applicable provisions of Rule <br />3.03.2. [t includes copies of the notice of intent to seek bond release sent to adjoining <br />property owners, surface owners, appropriate local governmental bodies, municipalities, <br />county commissioners, planning agencies, sewage and water treatment authorities, and water <br />conservancy districts. Proof of publication of the public notice stating Energy Fuel's intent to <br />seek bond release is also attached. <br />BOND RELEASE INFORMATION <br />Energy Fuels is submitting this request for bond release effective June 16, 1997. The request <br />references the Division of Minerals and Geology Permit No. C-81-014, originally issued on <br />July 30, 1981, for the Southfield Mine. Energy Fuels requests Phase I bond release for <br />approximately 14.5 acres of disturbance at the Loadout Facility. Included with this request is <br />a map (Drawing No. SL-01-1) showing the loadout area with as-built postmining topography <br />and cross sections. <br />Bond surety is provided by National Union Fire Insurance Company of Pittsburgh, Pa. The <br />bond number is 16-66-96 with a total surety amount of $941,423. The original, and current, <br />total amount of bond for the area requested for release is $44,968. Energy Fuels requests <br />release of the $26,980 bond amount associated with backfilling and grading the Loadout <br />Facility. <br />The legal description of the area requested for bond release is provided on the accompanying <br />proposed public notice. <br />Energy Fuels completed backfilling and grading of the Loadout Facility (a.k.a. East and West <br />Loadout Areas) during the period July through November 1996. Reclamation involved <br />removal from the site of all structures and equipment, removal of coal stockpiles and base <br />materials, backfilling, grading in accordance with the approved reclamation plan. The rail <br />spur, owned by the Santa Fe Railway Company, was left undisturbed per written request of <br />the railroad company. Site drainage was established in accordance with the reclamation plan <br />by installing silt fences, straw bale checks, and berms for sediment control. The completed <br />reclamation returned the site to a wnfiguration compatible with the approved postmining land <br />use of grazing. <br />
