The South Lease Exploration roads, North Decline, <br />North West /ntake Portal, South Fan and the 1 West Por[a!s have been restored to approximate <br />original contour. Approximately /8"and 14" ojcover, including topsoil, was placed on 9.6 acres <br />ojCameo Refuse Disposal Area No. /. The overland conrveyor, from transfer 1 [o transfer 4, has <br />been dlsmmrtled and removed from the sire, and some monitoring wells sealed. A few <br />miscellaneous buildings and structures hm~e been removed from the site. A!! work has been <br />performed in accordance with plans approved by the Division of Minerals and Geology. <br />In adequacy item 1, DMG had indicated that the overland conveyor should not be included in the bond <br />release application, because, while the conveyor structure had been largely dismantled and removed, <br />concrete footers were still intact and the conveyor corridor had not beenregraded. The DMG request was <br />based on Rule 3.03.1(2)(a), which states, Up to sixty percent oj[he applicable bond amount shall be <br />released when the permittee saccessjully completes bacl filling, regrading, and drainage contra! in <br />accordance with the approved reclamation plan. <br />In response, the operator cited the more general requirement of 3.03. I (I ), that The Division...shall release <br />a performance bond, in whole or in part, when it is satisfred [he reclamation covered by the bond or <br />portion thereojhas been accomplished as required by these Rules... <br />During the inspection, 1 documented the extent of conveyordemolition that has been completed, and also <br />work that remains to be done. This documentation was performed to allow for evaluation of partial <br />"credit" for reclamation work conducted, if the Division or Board determines such allowance to be <br />appropriate. <br />Item 99b of the most recent cost estimate ($3,244, 980 total) lists demolition direct costs for the overland <br />conveyor structures. Of the listed sub-items associated with the conveyor, the following two items have <br />been partially completed (based on the bond release inspection): <br />Demolish conveyor from transfer b2 (o #3 <br />The metal conveyor and belt have been removed, but the concrete footers remain. Several <br />exposed footers were measured; 8 feet long by 18" wide, by 19" thick. Tanya said thickness varied from <br />9" to 19". The footers are spaced approximately 9 feet apart (perpendicular to conveyor corridor) along the <br />entire length of the segment from Transfer 2 to Transfer 3, at the county road). The conveyor ran through <br />a large culvert beneath the Xcel Cameo Station coal haulage access road in this segment, which will remain <br />in place. The dollar amount associated with demolition of this segment of conveyor in the current estimate <br />is $24, 180.00, but the cost of footer removal is not separated out from metal structure demolition. 1 am not <br />sure whether regrading cost is included in the demolition cost or not; there is not a separate task for <br />conveyor corridor regrading. <br />Demolish conveyor from transfer #3 to transfer #4. <br />At the beginning of this segment, the conveyor ran through an 8'diame[er heavy guage steel <br />culvert. The outlet end of the culvert where it emerges from beneath the road fill, extends for <br />approximately 200 feet, passing over the channel of lower coal creek. There is no reason that this exposed <br />section of the culvert would need to remain in place for thepostmine use. It is not clear that cutting and <br />removal of this culvert section was factored in the conveyor removal task item, nor was it addressed <br />elsewhere in the estimate. A similar, though shorter, culvert segment exists midway along the segment <br />where the conveyor passed under the rail spur and UTL haul road. Presumably, this culvert would be <br />removed as a component of road reduction and rail spur reclamation (check cost items and reclamation <br />plan for rail spur and UTL road). A number of the concrete footers in the vicinity of this culvert have <br />been dislodged, but remain on site in the immediate vicinity. The dollar amount associated with demolition <br />of this segment of conveyor in the current estimate is $51,140.70, but the cost of footer removal is not <br />separated out from metal structure demolition. There are no separate task items for conveyor corridor <br />regrading or culvert removal. <br />In addition to the items discussed above, conveyor has been pulled from the river span tube, but the river <br />span and associated supports, along with all of the conveyor transfer buildings remain in place. <br />
