Pursuant to Colorado Division of Minerals and Geology (CDMG) Rule <br />4.15.8(7) the Colorado Division of Wildlife (CDOW) has been requested to review the amended woody plant <br />establishment plan and density standazd. <br />Seneca Coal Company is requesting a change in the woody plant density standard from the current 1000 stems per <br />acre to an "overall average density > 100 stems per acre with at least 5% of the bond release block (BRB) having > <br />1000 stems per acre." The pre-mining vegetation of Seneca II was comprised of a lazge woody shrub component <br />including mountain shrub species; aspen; and sagebrush, all of which provided important wildlife habitat. The _ <br />CDOW recognizes that Seneca Coal Company has made efforts to reestablish the shrub component of the native <br />vegetation. The CDOW also recognizes that meeting the overall standazd of 1000 stems per acre has not been <br />possible due to factors such as competition from seeded grasses and grazing by native ungulates. However, native <br />shrubs are extremely important wildlife habitat as they provide both food and cover for a large variety of native <br />species. <br />After reviewing pertinent sections of revised Appendix 13-13 as well as Exhibit 13-13.3, the CDOW offers the <br />following recommendations. First, the CDOW has previously commented on the woody plant establishment plan <br />and density standard for the Seneca II-W mine and the Yoast mine, both of which aze owned by Seneca Coal <br />Company: It is-our understanding that the woody plant establishment plan and density standard far the above two <br />mines is 200 stems per acre overall and 2000 stems per acre in shrub concentration areas.
