Schreiner <br />Division of Minerals and Geology <br />August 31, 2004 <br />Page 2 of 3 <br />In August 2004, a liquid copolymer soil stabilizer, Soiltac, was applied to the stockpile. <br />The application of Soiltac appears to have lazgely eliminated fugitive dust from the <br />stockpile. In order to remain effective, the Soiltac will need to be re-applied every 12-19 <br />months. Golden will commit to re-treating the stockpile and will monitor the stockpile to <br />assure that the Soiltac is applied before the current treatment deteriorates completely. <br />In addition, Golden has identified a "recipe" used by the Colorado Department of <br />Transportation (CDOT) to establish vegetation on the steep, barren slopes of Berthoud <br />Pass. CDOT applies a seed mix (Table 1} at 55.0 PLS/acre, Biosol at 1,8001bs/acre, <br />Menefee Humate at 8001bs/acre, and Soiltac at 2901bs/acre in a single-step application. <br />The Bioso] is a slow release organic fertilizer that builds soil to promote self-sustaining <br />biological activity in the soil to support vegetation. The Menefee Humate is a water <br />soluble, slow release soil conditioner that improves the plant's ability to utilize the <br />fertilizer. It is not possible to treat the stockpile with the treatment described <br />above over the recently applied Soiltac. Additionally, Golden is concerned that the steep <br />slopes of the stockpile may reduce the success of this treatment too much to make it <br />worthwhile. However, the City will test this treatment on a portion of the pile next spring <br />to see if revegetation of the pile could be achieved, If the test is successful, the entire pile <br />will be treated. <br />Again, the City of Golden understands the concerns of Clear Creek County regarding <br />fugitive dust from the soil stockpile. Golden is committed to taking the actions necessary <br />to stabilize the stockpile to address fugitive dust. <br />
