At a minimum, a <br />cross section must be provided illustrating the location of the different soil types within <br />the fill, and the location of any drains and geosynthetic installations. <br />d) A set of technical specifications for grain size, moisture content, density, <br />durability, etc. The general conditions must include a statement that the plans and <br />specifications cannot be significantly changed without the prior approval of the Division <br />of Minerals and Geology. <br />e) A quality assurance plan listing the type and frequency of testing to be completed <br />to assure that the fill materials meet the specifications. <br />f1 A commitment on the part of the Operator to apprise [he Division of fill slope <br />construction schedules so that inspections can be scheduled at critical milestones during <br />construction. For example, the Division may require that inspection of coarse durable <br />rock drains be conducted prior to their burial in the fill slope. <br />3. The Operator must provide the Division with a stability analysis of the engineered fill <br />slope that is based on the sheaz strength of the soils used in construction, and the anticipated pore <br />pressures within the fill based on the drainage elements that are employed. The stability analysis <br />must demonstrate a minimum safety factor of 1.25. <br />4. 'For each year during which substantial construction on the fill slope occurs, the Operator <br />must provide a construction report with the annual reclamation report. The construction report <br />must include a statement of certification from the quality assurance engineer that the fill <br />generally conforms with the approved plans and specifications.
