Long <br />Division DireUOr <br />In the Amendment AM-OS application for the Morrison Quarry, the Operator proposes the <br />construction of a fill slope against the west wall of the North Quarry. This fill slope is to be <br />constructed of structural fill but may also include granite sand, quarry overburden and poor <br />quality rock, as well as the so-called `jade-air fines" from the wash plant. The identification and <br />geotechnical analysis of the fill material has not yet been completed. However, the Operator is <br />asking for approval of the conceptual design via the Amendment AM-OS application, and <br />proposes to meet a target minimum safety factor of 1.25 for the fill slope. The Operator further <br />proposes to submit the final design for the fill slope as an addendum to the Morrison Quarry <br />annual reclamation report, and to provide performance and construction QA/QC reports as a <br />component of annual reclamation reports during the years that the fill slope is constructed. <br />The conceptual proposal for an engineered fill slope in the North Quarry as it is presented ilt the <br />Amendment AM-OS application may be approved by the Division. However, the following <br />issues must be addressed by the Operator prior to issuance of the approval. <br />1. Rather than submitting the final design for the fill slope as an addendum to the annual <br />reclamation report, [he Operator must provide the design as a technical revision to the permit. <br />The performance and construction QA/QC reports for years during which fill slope construction <br />takes place may be submitted as a component of the annual report. <br />2. The following items must be included in the final design of the fill slope: <br />a) Identification of the different types of fill materials proposed for use, and the data <br />resulting from geotechnical testing of these soils. <br />~~I'~~II~~~~I'~~~I~ <br />STATE OF COLORADO <br />b) A description of any soil amendments and geosynthetics proposed for use in <br />enhancing the stability of the fill. <br />
