• 20. According to Tom Anderson there may be a need to change the stacking tube from 100 foot
height to 120 foot height. If this is required, please make all changes in the document that may be
affected by this addition in height.
Response: Given that detailed engineering and design for the proposed mine facility
construction/modification activities is proceeding concurrently with permitting,
dimensions of specific structures and facilities are subject to modification to accommodate
design considerations. The discussions of mine facilities have been reviewed with this
consideration in mind and all dimensional references have either been deleted (if
dimensions are not an important consideration relative co potential project impacts, ie:
changes in conveyor widths which will not increase the associated disturbance area) or
noted as approximate. Where dimensions are noted as approximate, dimensional changes
due to design modifications are not expected to vary more than 20 percent from the
dimensions noted. Current design dimensions for all facilities are provided by the Mine
Facili[ies Summary (refer to pages 2.05-Sc [hrough 2.05-SfJ. Following comple[ion of
detailed design and construction, the Surface Facili[ies Map, (Map 3213), and any other
maps as appropriate, will be revised and re-submitted to reflect as-built dimensions. Please
see accompanying revisions.
21. "Equipment and Material Storage Areas" could become a liability unless cleaned up during this
reconstruction. Some of the items on Elk Creek near the explosives storage area could become a
significant hazard if they were to get into the drainage and obstruct the long culvert passing
under the coal storage piles. Please consider proper disposal of unused items in this location and
• the west terrace during this expansion project.
Response: In order to provide additional area for expansion of the existing Elk Creek soil
stockpile, a new explosive storage area will be established, the existing explosive magazines
will be removed, the Elk Creek culvert will be extended, and the entire new soil stockpile
area will be regraded. During facility removal and regrading activities, material and
equipment presently stored adjacent to Elk Creek and above the existing explosives
magazines will be removed and either disposed of or relocated to the existing East Yard
storage area.
22. Under your listing "Substation 1 ° on page 2.05.10, it states that "Delta-Montrose Electrical
Association will be responsible for all power line relocation activities." Will there be any need
for new access roads or work pads? '!f so, please indicate where this information can be located in
the existing document, or provide the information.
Response: Please refer to previous Response 3 above. The referenced discussion of
relocation activities for Substation 1 on page 2.05-10 has been expanded to include
information on the powerline relocation and associated disturbance. Please see
accompanying revisions.
23. Map E-3213 is lacking some of the labels for structures such as Conveyor IA. Please add the
needed labels to aid in referencing of this document with the narrative.
Response: Map 3213 has been revised to include additional labels for those facilities not
• currently identified as noted. Please see accompanying revisions.
