OXBOW CARBON AND MINERALS, INC.
• SANBORN CREEK MINE -PERMIT NO. C-81-022
TECHNICAL REVISION 29
TECHNICAL ADEQUACY RESPONSES
General Information
1. On pages one and two of the "Summary of Revisions" the TR number is listed as 30 when it
should be 29.
Response: The Summary of Revisions has been corrected as. noted. Please see
accompanying revisions.
2. The following typographic errors were noted:
• Page 2.05-22 second paragraph, end of the second sentence - "The in D-Seam ;should be "in
the D-Seam.
• Page 2.05-24 the last sentence on the page states: "The materials that will be relocated are
non-acid, or nontoxic and the leachate will not be a problem." Please correct or clarify as
required.
• In Appendix B, under 2.4.3 Culvert Design, the fourth paragraph, third sentence lists
"Culvert EC-2,"shouldn't this be Culvert EC-3?
• Response: The noted typographical errors have been corrected and clazifications provided
as appropriate. Please see accompanying revisions.
3. Will the relocation of existing powerlines require any disturbance, if so to what extent, and what
are the reclamation plans for the disturbed area?
Response: Relocation of a segment of the existing Powerline to provide adequate clearance
for the expanded coal stockpile and associated stacking tubes will be completed by Delta-
Montrose Electric Association. Relocation will require limited disturbance for extension
of access from existing four-wheel drive roads (approximately 1,600 feet), and construction
of pads (approximately 15' x 15') for five new power poles and associated guy wires as
shown by Figure 101, Powerline Relocation and Access (new figure). Total disturbance
associated with the Powerline relocation will be less than 0.4 acres and disturbed azeas will
be reseeded with the reclamation seed mixture following completion of Powerline
construction activities to control erosion. It should be noted that Powerline access roads
will remain in-place for future access and maintenance. Please see accompanying revisions.
4. Please clarify the page numbering rystem being used. It does not appear to correspond with the
permit document in our possession. As an example the manual has 2.04-39a but no b, c, or d to
precede by your new 2.04-39e. It appears that the new insert 2.04-39e is a replacement of page
2.04-39v, and 2.04.53b is a replacement for 1.04.53ii. Other pages appear to have the same
problem.
• It would be convenient if the rewriting of the permit could continue to follow the regulations
format, since it makes cross-referencing practical.
~1' \d:l \TNnul A6grry Fero~ue
