Mr. Thomas A. Schreiner -Page Five
January 20, 2006
future access by MRV may or will occur, these shafts will be maintained in their
present status.
The St. Joe shaft has not been utilized or affected since 1983. As per the
Amendment application, it is anticipated that the shaft will be utilized as a future
escapeway when workings extend to that area. As such, the shaft will be
maintained in its present status.
The Donald R. Adit has been utilized subsequent to 1983. The adit portal
consists of a corrugated steel pipe extending outward from the crown area. A
locked, steel gate (bat accessible) is currently in place, with a secondary
concrete and steel gate within the mine also in place. Its closure/maintenance
method is consistent with MSHA safety requirements. Further, the adit entrance
was inspected by the Division prior to initiation of recent prospecting programs at
the site. Inasmuch as future access by MRV may or will occur, the adit will be
maintained in its present status.
The Belleview Adit is an approximately 1,000-ft. long deadend drift with an open
portal. It has not been utilized or affected subsequent to 1983. However, MRV
will commit to implementing closure of this feature within 75 days of conditional
approval of the Amendment. The anticipated closure method would consist of
full cross-section placement of inert waste rock to a distance of approximately
25-ft. inby of the portal. This closure methodology is selected since future
access by MRV may occur. The adit feature is not visible or directly accessible
from public roadways and is situated on private property that is posted "no
trespassing."
The Mount Royale No. 1 Adit is the primary operational adit at the site. It is
equipped with a locking steel door consistent with MSHA safety requirements.
Provision for closure is already incorporated into the Amendment application and
associated bond cost estimate.
The Mount Royale No. 2 Adit does not yet exist and there is no definitively
scheduled date for its construction. At such time MRV elects to construct this
adit, closure methodology and associated bond cost estimate with be addressed
through a separate Technical Revision.
17. Re: Zero discharge status and UIC permit considerations.
As stated previously, MRV will maintain a "zero-discharge" facility by routing (to
the extent necessary) minor quantities of underground water to sumps
constrained within the underground workings. As such, MRV does not anticipate
the applicability of, or the requirement for, a UIC permit to conduct the limited
underground water management activities.
