,~aac ,ecU/E~1 <br />EXHIBIT D <br />mine plan <br />INTRODUCTION -Elam Construction, Inc. established a "year round" office in their <br />present location at the Vagneur Gravel Pit in 1990 after gaining a focal land use approval <br />in 1988. The operation is located in the Woody Creek area of Pitkin County. Elam <br />Construction, Inc. has conducted a sand and gravel business constantly since that time. <br />The amended plan consists of continued gravel extraction, crushing, washing, asphalt and <br />concrete production together with the stockpiling of imported soil, asphalt and concrete <br />rubble. <br />The predominate feature of the 104.6 acre Vagneur Gravel Pit site is extraction and <br />processing of sand and gravel products. Exhibit C depicts the permit boundary, various <br />mining activities, and the location of other uses ancillary to the entire operation. Specific <br />activities which occur on the property include: <br />MINING AREA -All of the overburden and topsoil have been removed from the 60 acre <br />mining area and used for the construction of seeded berms along the westerly side of the <br />mining area, along the haul route, and around the employee housing area. As areas are <br />mined, the side slopes of the pit will be graded to a 3 foo o ~ o[t a/ to 1 foot_vertical slope <br />and then seeded. Herbicides are applied annually to control weed growth. Setbacks <br />- - <br />between the mining area and the property boundary have been maintained to protect the <br />integrity of the adjoining land. In 1990, gravel extraction began near the south end of the <br />mining area and proceeded to the north boundary. Gravel extraction occurs in <br />approximately 30 foot lifts and proceeds from north to south and then south to north. As <br />of this date, one 30 foot lift of extraction has occurred across the mining area and the <br />second 30 foot lift started at the northerly most point of the mining area in 1997. Past <br />mining activities have shown that the nature of the sand and gravel resource is up to a 80 <br />foot thick alluvial deposit. Removal of the resource will most likely not exceed the 80 foot <br />depth. The gravel resource is underlain by Cretaceous age Mancos shale. <br />Rev. 01 /04/00 <br />
