Harry and I plan <br />to do (Monday) an analysis, based on assumed (common) values for soil unit weight, <br />cohesion, and sheaz strengths. However, it may be best to just ask the applicant for the <br />demonstration and we review it. <br />Recommend the applicant be asked to: a) add embankment stabilization specifications to the <br />design; and b) demonstrate a safety factor of 1.3 of the embankment at a pool level of 4802.6' <br />with steady state seepage saturation conditions. The lowest elevation of the embankment <br />upstream toe might be added to the profile (would eliminate assumptions made above), and the <br />reference elevations of the profile might be corrected (4900' should read 4800', 4890' should read <br />4790'). <br />Please call or see me if you have any questions concerning this response. <br />cc: Dan Hernandez <br />
