EXHIBIT D <br />Mining Plan <br />This application proposes to amend the existing Wagner/Kauffman Pit #3 permit (M-1999-069) <br />by increasing the permit acreage to approximately 241 acres. The additional acreage will be <br />added from the currently permitted Kauffinan Pit (M-78-327). The amendment also proposes to <br />change the final land use to include developed water storage. The resource will continue to be <br />mined, hauled off-site, and processed on the remaining permitted property of the Kauffman Pit <br />(M-78-327), which is also held and operated by the applicant. The original permit estimated it <br />would take 20 years to complete mining and an additional two yeazs to complete reclamation and <br />this estimate has not changed. <br />Sand and gravel will remain the primary product produced from the Wagner/Kauffinan Pit #3 <br />site. The principal intended use for the sand and gravel is for construction aggregates. The <br />proposed amended permit boundary is bordered on the east, north, and west by active or <br />previously mined properties. The Big Thompson River is south of the southern amended permit <br />boundary. The dominant non-mining land use surrounding the property is agriculture. <br />Current mining operations have verified that the proposed amended Wagner/Kauffiman Pit #3 <br />property contains a significant commercial deposit of sand and gravel. The sand and gravel <br />deposit is approximately 9 to 10 feet thick. Topsoil and overburden in the west half of the the <br />site ranges from 6 to 8 feet in depth (due to the settled lime soils), while the topsoil and <br />overburden in the east half of the site is approximately 3 feet thick. Weathered claystone <br />bedrock underlies the sand and gravel deposit. <br />The proposed amended permit boundary will encompass approximately 241 acres. From the 233 <br />acres originally included in the Wagner/Kauffman Pit #3 permit boundary, approximately 47 <br />acres of the eastern portion of property has been mined, reclaimed, and previously released from <br />financial warranty by the Division. The amended permit boundary proposes adding 55 acres <br />currently being mined as part of the Kauffman Pit aggregate extraction operation (M-78-327). <br />Approximately 212 acres of the proposed 241-acre site will be mined. The remaining azea will <br />consist of internal haul roads, setbacks, and undisturbed areas. <br />The Boyd Lake Outlet ditch flows across the site from north to south near the western side of the <br />permit boundary. Mining setbacks of 30 feet from the top of the ditch embankment have been <br />maintained as described in the original Wagner/Kauffinan Pit #3 permit materials. Slope <br />stability analyses addressing the setbacks were provided in the original application materials. <br />The operator has, and will continue to, maintain a 100-foot minimum setback from the Big <br />Thompson River as described in the original application materials, however, most mining near <br />the setback has been completed and backfilling for reclamation is currently taking place. <br />Reclamation will provide a minimum 400-foot setback from the river. <br />In all other mining areas, a minimum 30-foot setback will be maintained from the permit <br />boundary (see Pre-Mining/Mining Plan Map, Exhibit C-2) as described in the original <br />Wagner/Kauffinan Pit #3 permit materials. The exceptions to the 30-foot setback aze along the <br />very eastern and southern amended permit boundaries.
