<br />U.S. DEPARTMENT OF THE INTERIOR <br />OFFICE OF SURFACE MINING RECLAMATION AND ENFORCEMENT <br />FINDING OF NO SIGNIFICANT IMPACT <br />FOR <br />Colowyo Mine <br />Federal Lease C-29224 <br />Mining Plan Decision Document <br />A. Introduction <br />Colowyo Coal Company submitted a permit application package (PAP) <br />for a permit revision for the Colowyo Mine to the Colorado Mined <br />Land Reclamation Division (NERD) under the Colorado State program <br />(30 CFR Part 906). The PAP proposes extending surface mining <br />operations into about 497 acres of Federal lease C-29224. The <br />proposed mining plan would cause about 230 acres of new surface <br />disturbance in the mining plan area. <br />Under the Mineral Leasing Act of 1920, the Assistant Secretary, <br />Land and Minerals Management must approve, approve with <br />conditions, or disapprove the mining plan modification for <br />Federal lease C-29224. Pursuant to 30 CFR Part 746, the Office <br />of Surface Mining Reclamation and Enforcement (OSM) is <br />recommending approval of this mining plan modification. <br />B. Statement of Environmental Significance of the Proposed Action <br />The undersigned person has determined that the approval of the <br />mining plan modification would not have a significant impact on <br />the quality of the human environment under section 102(2)(C) of <br />the National Environmental Policy Act of 1969 (NEPA), 42 U.S.C. <br />§§ 4332(2)(C), and therefore, an environmental impact statement <br />is not required. <br />This finding of no significant impact is based on the attached <br />environmental assessment prepared by OSM which identifies and <br />f discusses the environmental impacts of the proposed action. <br />Chief, Federal Programs Division Date <br />Western Support Center <br />
