In general, this section just needs an update on the current status
of the structures and refuse pile and ponds. Since the permit is
written in the future tense, it is necessary to add what has taken
p1QCC U11 t11C 51tC $1n1.:e 1981. Thcref ore,
1. Please add a paragraph at the end of this section to indicate
what mine structures have been removed from the site during
reclamation.
2. Please update the status of the refuse pile, mentioning that
the refuse pile has been reclaimed, backfilled, graded and seeded.
3. Please indicate which ponds have been removed and reclaimed
and which ponds remain or have been remodeled, such as P-9.
Section 2.05.3 Operation Plan: Permit Area
Again, this section just requires a sentence indicating that the
loadout described on page 4-26 has been reclaimed and is no longer
active.
Section 2.05.3(7) Coal Handling structures
Section just requires an update, a sentence indicating that these
structures have been removed from the site.
Section 2.05.4 Reclamation Plan
1. Permit page 4-73 states that "detention ponds will serve as
sediment traps until filled naturally." which ponds on the site
are considered detention ponds and are they considered to be
permanent impoundments? If so, have they been approved by the
Division as such?
2. Update needed on wells and exploration holes, which ones have
been plugged and which ones remain open.
3. The reclamation plan for the No. 1 portal area needs to be
clarified in the permit. Specifically, the fate of the excavated
cover material and topsoil, backfilling and final grading of the
portal and air shaft areas and, the sodium hydroxide tanks need to
be addresses. A time schedule for completing this work also needs
to be included. If Minrec proposes to leave the portals open,
justification for retaining access to those area needs to be
submitted as a part of the mine permit.
Section 2.05.4(2)(a) Timetables
The permit currently has a timetable for 1980, a time prior to
reclamation. Since 13 years have elapsed and the site is now in
reclamation status, please provide an updated schedule or timetable
for the remaining reclamation work to be done on the site. In
addition, please provide some past dates on reclamation work done
on the facility area, refuse pile and mine portal sealing if
possible.
