SURFACE & MINERAL OWNER Ichangedl <br />Exhibit O <br />Surface and Sub-Surface Ownership <br />The surface owners are the State of Colorado and the United States Bureau of Land <br />Management. The owners of the material to be mined are the same as the surface owners. Access <br />to the land, including the use of the access road, and the access to the mineral is provided by a <br />lease from the Colorado Board of Land Commissioners.
