RECLAMATION PLAN (changed)
Dragging the seeded area after broadcast seeding is beneficial but is not absolutely necessary
IF seeding is done within a few (less than 5) days after soil distribution. If seeding occurs after that
time then dragging after seeding, in addition to the loosening of the soil prior to seeding, will be
done to insure good seed burial.
Tree planting on the erosion control terraces wilt be with Pinon Pine and Rocky Mountain
Juniper. Both of these are major components of the existing vegetation. Although Ponderosa Pine is
present in the natural vegetation, it tends to be very spotty and not a significant part of the total tree
canopy. These trees will be planted on the crest of the terraces (not on the uphill, wet side of the
terrace). They will be planted on approximately 8 foot centers. The pattern of planting will be done
such that large masses of juniper or large masses of pinon is avoided in the final vegetation. That is,
the tree plantings should be very thoroughly mixed to create a more or less randomized distribution
of each of the species while avoiding planting of more than about a half dozen of each species next
to each other. Precise alternation (piiion-juniper-pinon-juniper etc.) along each terrace will also be
avoided. No tree planting will occur in the fall of the year. All tree planting will be done in the
spring. No irrigation will be applied, but catchment basins around each tree will be installed.
Adding polymer to the soil will be optional. Previous experience has shown with these species,
polymer can actually reduce growth by creating a soil that is somewhat too damp near the roots. As
these species prefer dry soils and have well developed moisture conservation strategies, adding
supplements to the soil that makes the soil wetter is often not necessary. Trees to be planted will be
the tublings produced by the Colorado State Forest Service (average about 12" tall). No large or
even small balled and burlaped trees will be planted. Protection from animals will not be provided
as these species are generally not bothered by animals due to their strong odor and bitter taste.
Management (no modifcations>
Management of the reclamation will involve primarily two activities. First will be the
control of erosion. As the gradients on the mountain top and within the quarry are quite gentle and
steep slopes will only be present around the perimeter of the quarry area, erosional damages should
not be severe. Nevertheless, backfilled slopes around the quarry edge, especially south facing ones,
may be subject to rilling and gullying. Control of any erosional damages will be done on as needed
basis.
The second and more important management action will include weed control. This will be
implemented not only after reclamation but also during mining. It is known that Spotted Knapweed
already occurs within the quarry area, no doubt introduced as part of previous mining. Control of
this and other noxious weeds immediately upon discovery of their presence is important to limiting
the amount of weed control required after seeding has been completed.
BUIIdIUgS and StCUCtUCeS (no modifications)
Modern Buildings and Structures: There are no modern buildings or structures on or near the site.
Historical Structures: There are the remains of some old ranch shacks present near the affected
land. The nearest is about a mile to the east of Phase 1 and perhaps a '/a mile south of Phase 2.
There are no historical structures present within either of the phases defined in this permit.
Table Mountain Quarry -Castle Concrete Company Exhibit E (Amendment 11 Page 7
