The operator is in compliance with this rule. Signs are metal. <br />Rule 4.02.2 Mine and Permit Identification Signs. <br />Rule 4.02.2(1) Identification signs shall be displayed at each entrance to the permit area from <br />public roads. <br />The applicant is in compliance with this rule. Signs aze in place. <br />Rule 4.02.2(2) Signs shall show the name, address, and telephone number of the person who <br />conducts the surface coal mining operations and the identification number of the current permit <br />authorizing mining activities. <br />The PAP is in compliance with this rule. <br />Rule 4.02.3 Perimeter Markers. The perimeter of a permit area for surface coal mining <br />activities, or in the case of underground mining activities, the perimeter of all areas affected by <br />surface operations or facilities, shall be clearly marked before the beginning of surface coal <br />mining operations. <br />The applicant is in compliance with this rule. <br />Rule 4.02.5 Stream Buffer Zone Markers. Buffer zones established under the provisions of <br />=F.05.18 shall be clearly marked. <br />The applicant is in compliance with this rule. <br />Rule 4.02.7 Topsoil Markers. Where topsoil or other vegetation-supporting material is <br />segregated and stockpiled as required under ¢.06.3, the stockpiled material shall be clearly <br />marked. <br />The applicant is in compliance with this rule. <br />Rule 4.03.1(1)(1) The design and construction or reconstruction of haul roads not within the <br />disturbed area in accordance with 4.05.2(4) shall be certified by a 9ualified registered <br />professional engineer, except as provided for in Rule 4.03.1(1)(d)(ii). The certification report <br />shall be submitted to the Division upon completion of any construction or reconstruction and <br />shall indicate that the road has been constructed or reconstructed as designed and in <br />accordance with the approved plan. <br />The proposed haul road is certified at Exhibit 12-5. A statement on page 5 of Tab 12 is that the <br />certification for the existing haul road is at Exhibit 12-5, but it is not found.
